It's been said that the skeleton found is something different from Godzilla and MUTO.

The Shinomura (which translates roughly to "Swarm of Death") are classified ad MUTOs, and are the first to arise after being attracted to the surface by the Hiroshima bombing. They attack ships and nuclear repositories across the world... until "Gojira", their ancient foe, rises to stop them. The Shinomura appear to be an homage to Hedorah and Destoroyah, as they are in fact comprised of millions of tiny creatures that work together as an aggregate to form a giant monster, and all they need to reform the colony is radioactivity. There are a few in the comic, and by the end they have fused together into the creature in the top image!
