In the photos below you can clearly see what look to be local guards or police officers, as well as vehicle props under tarps. Website DuList initially uploaded the photos, but although they report Mark Hamill as being on-set, we have to disagree. From the photos shown, it does not look as if Hamill is in any of these shots, not to mention why Luke Skywalker would wear a local security uniform in this particular scene doesn't make much sense - unless he's part of an infiltration team.
